This paper proposes a framework for understanding cognitive resilience as a strategic security domain. It argues that contemporary influence operations target cognition directly, and that the defense of open societies requires extending the security perimeter inward ranging from physical territory and digital infrastructure to the cognitive substrate on which both ultimately depend.
